Advocacy

  • In 2010, a bill was passed in both the House and the Senate committees that provides that the National Organization on Fetal Alcohol Syndrome Illinois (NOFAS ILLINOIS) will supply free educational pamphlets concerning fetal alcohol syndrome to the county clerks for distribution to marriage license applicants. The bill also calls for NOFAS Illinois and the country clerks to determine the best way to ensure that the pamphlets are indeed being distributed.

  • A follow-up to Senate Joint Resolution No. 89 states that the county board shall annually make an audit of the county clerk's compliance with the requirement that a free educational pamphlet concerning fetal alcohol syndrome is being distributed with each marriage license.

  • In 2010, legislation was passed that amended the school code to include that all course material and instruction teach students about the dangers associated with drug and alcohol consumption during pregnancy.

  • In 2009, an amendment to the Liquor Control Act of 1934 was adopted. Specifically, the birth defect warning signs added the following message: "If you need assistance for substance abuse, please call the Office of Alcoholism and Substance Abuse (OASA) at 1-800-843-6154."

  • In 2009 and 2007, legislation was issued in order to urge the Department of Human Services, in collaboration with the Departments of Children and Family Services, Healthcare and Family Services, Corrections, Financial Institutions and Professional Regulation, the Illinois State Board of Education and the Illinois Planning Council on Developmental Disabilities to complete an assessment of existing State and Federal assistance programs that involve Fetal Alcohol Spectrum Disorders.

  • In 2007, legislation concerning the Adoption Act was issued. The bill provides that health summaries shall list any drugs or medications used by the birth mother during the time of pregnancy.

  • In 2007, amendments were made to the Probate Act of 1975 that stated that the term "developmental disability" would include a disability that can be attributed to Fetal Alcohol Syndrome or Fetal Alcohol Effects.

  • In 2003, amendments were made to the Alcoholism and Other Drug Abuse and Dependency Act. The Department of Human Services must design and implement an ongoing statewide campaign to raise public awareness about Fetal Alcohol Syndrome and other effects of prenatal alcohol exposure.
